The Warmington Neighbourhood Plan (WNP) itself cannot discuss or make policy relating to strategic higher level policies such as the Northants Minerals and Waste Local Plan (NCC MWLP) but other policies within the WNP and the evidence that underpins these policies are relevant. The WNP is not yet a legal document, this will only happen after it has been through a Regulation 16 consultation, an Examination by a Planning Inspector and a Referendum which should take place late Autumn 2019. However the Community Consultation Survey is a valid source of evidence irrespective of the status of the WNP.

The NCC MWLP and the Technical Appendices relating to Elton 2, these made the initial strategic assessment of the site only. The initial assessment (May 2015) ‘red flagged’ the site as being against the MWLP spatial strategy but this was reversed in the subsequent (Dec 2015) assessment.
The NCC Statement of Community Involvement , this describes how the community should be involved in the application process for planning proposals in Section 3. The Elton 2 planning application should qualify as a significant application under this policy which requires the applicant to demonstrate how they have engaged the community prior to making the application.
